Friends,
With all candidates declared in this year’s City Elections, we now have a clear picture of the future we’re voting for. I’m proud to stand again for a positive, community-based vision that brings people together to get things done.
I’m committed to a positive campaign but I'll also push back firmly against political attacks that spread misinformation and fear. We're already seeing a lot of misleading spin about ‘fiscal responsibility’ for example. That’s why I'm proud that the budget reforms and financial management of my first term have been recognized with an upgraded Aa1 bond rating from Moody’s. It’s a testament to all we’ve done to put Annapolis on a financially sustainable path. Many have contributed to this great outcome but I'd particularly like to acknowledge former City Manager Teresa Sutherland for driving our budget reforms.
Over the past four years, we’ve also delivered other great outcomes for our community, environment and economy. Please take a look at my website to learn more about the positive change you’ve helped me deliver.
Voting is crucial to securing all that we've achieved and building on it, beginning with the Democratic Primary Elections on September 21st. In the next few weeks, I'll be out working for the candidates who support our positive, community-centered vision: Rhonda Pindell Charles in Ward 3, Sheila Finlayson in Ward 4, and Kati George in Ward 8. I believe they represent the right mix of experience and fresh ideas that will help us make real progress in the next four years.
As always, I cannot thank you all enough for your support. We’ve come so far in the past four years. In the coming weeks we'll have the opportunity to secure what we've achieved and build on it by using our greatest and most powerful tool – our vote.

Moody’s Upgrades City Bond Rating
|
On Thursday August 27, Moody’s Investors Service upgraded the City of Annapolis’ bond rating from Aa2 to Aa1. Moody's stated:
"The upgrade to Aa1 reflects the city's sizable, diverse, and growing tax base with institutional presence, above average demographic profile, manageable debt burden, and elevated pension burden. The rating also incorporates the city's improved financial position that is supported by solid reserves and liquidity that is expected to remain stable as well as the city's reduced illiquid receivables from enterprise funds."
The upgrade is testament to reforms that align City finances and budgeting, ensure compliance with the City Code, and consolidate emergency reserves and savings. As a result, the City of Annapolis is now on a sustainable financial path, and is emerging from the Covid-19 pandemic in a strong position, poised for full recovery. We are also on track to deliver major renewal projects, such as the replacement of Hillman Garage and renewal of City Dock.
